CTAN update: fragmaster

This should be at your local mirror.
This version adds win32 compatibility to fragmaster perl script. Old version
in CTAN (and texlive) had some UniXisms that should now be fixed. This should
make fragmaster work under win32 texlive.
Note that the prior maintainer, Tilman Vogel, has graciously agreed to a
new maintainer.
