This is a completely free gtk+3 based package for generating bibtex file. This is developed and tested in linux distro, but should also run in other *nix distro as well. I have no idea about non-*nix distro.

mkbib – BibTeX file creator
Mkbib is a generator of BibTeX files; it is interactive, using gtk+3; the user may search Google Scholar from within mkbib.
