This edition fixes three bugs of WEB macros. 1. Excessive memory usage: TeX cannot compile tex.tex with its default memory size. 2. Module number in the header don't agree with the the first module on the page. 3. Modules starts on new pages when they shouldn't.

TeX-FPC – A collection of change files for a TeX system based on Free Pascal
This is the followup to TeX-GPC, which is based on the GNU Pascal Compiler. GPC is not installable any more, so I switched to FPC, not because it is the best but because it is the only pascal compiler nowadays.
