This is some kind of pre-historic `inputenc' package.

This about-10-years-overdue update reduces the `umlaute' package to a simple loader of the `inputenc' package. (And gives an `obsolete' warning.) But the input encoding definition files `atari.def' (for ATARI ST(E)/TT/Falcon(TM)) and `roman8' (for HP-UX(TM)) are still usefull since they are missing in the LaTeX2e `inputenc' package distribution. (These 2 files have been cleaned up from the crap inside and have been adapted to the current `inputenc' package.)

umlaute – German input encodings in LaTeX
An early package for using alternate input encodings.
The author considers the package mostly obsolete, since most of its functions are taken by the inputenc package; however, inputenc doesn't support the roman8 and atari encodings, so umlaute remains the sole source of that support.
