their way to mirrors in the next few days.

The package provides mf parameter files to generate
a Concrete version of the tipa IPA fonts, together with
LaTeX .fd for the new font family, and type1 outlines
generated from the .mf source via TeXtrace.
The parameters are taken from Knuth's original Concrete
fonts and combined with a few values specific to the TIPA fonts.
You need the tipa sources (CTAN:fonts/tipa) to generate .pk files.

tipa – Fonts and macros for IPA phonetics characters
These fonts are considered the ‘ultimate answer’ to IPA typesetting. The encoding of these 8-bit fonts has been registered as LaTeX standard encoding T3, and the set of addendum symbols as encoding TS3. ‘Times-like’ Adobe Type 1 versions are provided for both the T3 and the TS3 fonts.
