This is the major release of the bundle having many improvements. Three new packages are introduced and the `nccsect' package is essentially improved. The most interest package is the `addtopackage'. It introduces the \AddToPackage command applying commands after a specified package is loaded. Using it, you can specify patches, additions, and other staff that will be executed right after the respective package is loaded (or at the point where this command is applied if the respective package is already loaded). The new `topsection' package introduces the \topsection command which can be used to prepare headings for standard environments such as the bibliography, table of contents, index etc. It automatically selects the respective sectioning command to prepare a heading and updates headers. This command is compatible with standard LaTeX classes and with ncc-based classes. The new `textarea' package introduces the \ExpandTextArea command and related staff. This command expands the text area on headers, footers, or margins by changing page layout parameters. The \RestoreTextArea command restores the original page layout parameters. In addition, the \StartFromTextArea and \StratFromHeaderArea commands are specified here. In the `nccsect' package, the \sectionstyle declaration can be now applied to particular section levels. The \aftersectionvspace allows change the vertical space skipped after a display section. Section declarations now cover all sectioning commands (in the previous version \part command for book-like classes was out of scope of the package). The problem of compatibility with the `hyperref' package is solved. Many hooks are introduced for the customization purpose.

ncctools – A collection of general packages for LaTeX
The NCCtools bundle contains many packages for general use under LaTeX; many are also used by NCC LaTeX. The bundle includes tools for:
- executing commands after a package is loaded;
- watermarks;
- counter manipulation (dynamic counters, changing counter numbering with another counter);
- improvements to the description environment;
- hyphenation of compound words;
- new levels of footnotes;
- space-filling patterns;
- “poor man’s” Black Board Bold symbols;
- alignment of the content of a box;
- use comma as decimal separator;
- boxes with their own crop marks;
- page cropmarks;
- improvements to fancy headers;
