LaTeX 2018 has a new default encoding (utf8) which breaks \frenchsetup{og=« and fg=»} when used with the pdftex engine and single-byte encodings like latin1, latin9, applemac, etc. This new version fixes this issue, it is meant to work both with previous LaTeX versions and with the new one.
