CTAN submission – babelbib package

Thus, I am not sure where it should go on CTAN. I installed it on CTAN in biblio/bibtex/contrib/babelbib/ (By the way, there is a small problem in the Makefile: The rm commands in the clean and distclean rules use C Shell style file name globbing but make normally uses the Bourne Shell.)
